Narrative:
While cruising at FL350 direct to turlo intersection on the wraps arrival into sacramento (from burbank), we were given clearance to cross turlo at FL240. The captain began a 1000 FPM descent to intercept the planned descent profile. We began a discussion which distraction us from reviewing the descent. I was given a frequency change from ZLA to ZOA and noticed (simultaneously with the captain) that we were several thousand ft above the assigned altitude with only a couple of mi to go to turlo. The captain began a steeper descent which still put us 3000-4000 ft above assigned altitude when we crossed turlo. The center controller subsequently assigned us a crossing restr at another point on the arrival which was met with no problem. The remainder of the flight was uneventful.

Title: A B737-300 FLC RPT ON THEIR INABILITY TO MAKE A XING RESTR DURING DSCNT ON THE WRAPS 5 STAR INTO SMF, CA.
Narrative: WHILE CRUISING AT FL350 DIRECT TO TURLO INTXN ON THE WRAPS ARR INTO SACRAMENTO (FROM BURBANK), WE WERE GIVEN CLRNC TO CROSS TURLO AT FL240. THE CAPT BEGAN A 1000 FPM DSCNT TO INTERCEPT THE PLANNED DSCNT PROFILE. WE BEGAN A DISCUSSION WHICH DISTR US FROM REVIEWING THE DSCNT. I WAS GIVEN A FREQ CHANGE FROM ZLA TO ZOA AND NOTICED (SIMULTANEOUSLY WITH THE CAPT) THAT WE WERE SEVERAL THOUSAND FT ABOVE THE ASSIGNED ALT WITH ONLY A COUPLE OF MI TO GO TO TURLO. THE CAPT BEGAN A STEEPER DSCNT WHICH STILL PUT US 3000-4000 FT ABOVE ASSIGNED ALT WHEN WE CROSSED TURLO. THE CTR CTLR SUBSEQUENTLY ASSIGNED US A XING RESTR AT ANOTHER POINT ON THE ARR WHICH WAS MET WITH NO PROB. THE REMAINDER OF THE FLT WAS UNEVENTFUL.
