Narrative:
At cle, was asked by ground control to follow aircraft ahead and monitor tower. We switched to tower, they then advised aircraft ahead to 'taxi across runway 23L, into position and hold runway 23R.' I believe the captain was still thinking he was to follow that aircraft. So, as he proceeded across the hold short line for runway 23L, I mentioned that 'I think you're supposed to stop behind the hold light bar.' at that same moment the tower sent an aircraft around and advised us we were on an active runway. I estimate 10 ft across the line when he stopped.

Title: A B757 FLT PIC TAXIES ACROSS THE HOLD LINE FOR RWY 23L WHILE 'FOLLOWING TFC' AT CLE, OH.
Narrative: AT CLE, WAS ASKED BY GND CTL TO FOLLOW ACFT AHEAD AND MONITOR TWR. WE SWITCHED TO TWR, THEY THEN ADVISED ACFT AHEAD TO 'TAXI ACROSS RWY 23L, INTO POS AND HOLD RWY 23R.' I BELIEVE THE CAPT WAS STILL THINKING HE WAS TO FOLLOW THAT ACFT. SO, AS HE PROCEEDED ACROSS THE HOLD SHORT LINE FOR RWY 23L, I MENTIONED THAT 'I THINK YOU'RE SUPPOSED TO STOP BEHIND THE HOLD LIGHT BAR.' AT THAT SAME MOMENT THE TWR SENT AN ACFT AROUND AND ADVISED US WE WERE ON AN ACTIVE RWY. I ESTIMATE 10 FT ACROSS THE LINE WHEN HE STOPPED.
