Narrative:
Mooney contacted ground control for taxi clearance to FBO. I was unable to determine aircraft's location visually. After querying the local controller and the pilot, it was determined that aircraft was taxiing on taxiway K on the portion that is visually obstructed by new hangar. Recently the airport authority/authorized began construction of the new hangar with a second one (and perhaps a third one) to follow. These structures will also obstruct view of runway 9/27, one of the busiest on the airport, as well as taxiway K. Until the proposed new control tower is complete (construction has not yet begun), continued use of these movement areas will be hazardous to users and will create unnecessary stress for controllers. So far, air traffic management has ignored controllers' concerns and will not give guidance on possible solutions to this situation.

Title: ILG CTLR CONCERNED WHEN UNABLE TO VISUALLY OBSERVE TAXIING MO20 WHEN MO20 WAS NOT OBSERVABLE DUE TO NEW ARPT CONSTRUCTION.
Narrative: MOONEY CONTACTED GND CTL FOR TAXI CLRNC TO FBO. I WAS UNABLE TO DETERMINE ACFT'S LOCATION VISUALLY. AFTER QUERYING THE LCL CTLR AND THE PLT, IT WAS DETERMINED THAT ACFT WAS TAXIING ON TXWY K ON THE PORTION THAT IS VISUALLY OBSTRUCTED BY NEW HANGAR. RECENTLY THE ARPT AUTH BEGAN CONSTRUCTION OF THE NEW HANGAR WITH A SECOND ONE (AND PERHAPS A THIRD ONE) TO FOLLOW. THESE STRUCTURES WILL ALSO OBSTRUCT VIEW OF RWY 9/27, ONE OF THE BUSIEST ON THE ARPT, AS WELL AS TXWY K. UNTIL THE PROPOSED NEW CTL TWR IS COMPLETE (CONSTRUCTION HAS NOT YET BEGUN), CONTINUED USE OF THESE MOVEMENT AREAS WILL BE HAZARDOUS TO USERS AND WILL CREATE UNNECESSARY STRESS FOR CTLRS. SO FAR, AIR TFC MGMNT HAS IGNORED CTLRS' CONCERNS AND WILL NOT GIVE GUIDANCE ON POSSIBLE SOLUTIONS TO THIS SIT.
