Narrative:
Airport construction is in progress with paving operations. The airport operations management allows pavers and rollers to operate up to the edge of the runway without radio contacts. Having that large equipment operating that close to the runway while large aircraft operations is permitted seems unsafe. Callback conversation with reporter revealed the following information: reporter advised that construction adjoining runway 6/24 has been completed, but during the construction phase, aircraft were landing and taking off with the equipment immediately along runway edge. There did not appear to be much extra room between landing F100 aircraft and construction equipment, but to his knowledge, no one complained. Construction activity is now focused on runway 10/28. The reporter advised local NOTAM's had been issued. NOTAM states that construction activity will be no closer than 200 ft to the runway centerline. During all this activity, the reporter alleges airport management has not provided the on-site construction supervisor the ability to communication with the tower, or vice versa. The ctrl stated that construction will continue throughout the summer months.

Title: ELM CTLR CONCERNED WITH ARPT RWY CONSTRUCTION ACTIVITY ADJACENT TO THE RWY.
Narrative: ARPT CONSTRUCTION IS IN PROGRESS WITH PAVING OPS. THE ARPT OPS MGMNT ALLOWS PAVERS AND ROLLERS TO OPERATE UP TO THE EDGE OF THE RWY WITHOUT RADIO CONTACTS. HAVING THAT LARGE EQUIP OPERATING THAT CLOSE TO THE RWY WHILE LARGE ACFT OPS IS PERMITTED SEEMS UNSAFE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT CONSTRUCTION ADJOINING RWY 6/24 HAS BEEN COMPLETED, BUT DURING THE CONSTRUCTION PHASE, ACFT WERE LNDG AND TAKING OFF WITH THE EQUIPMENT IMMEDIATELY ALONG RWY EDGE. THERE DID NOT APPEAR TO BE MUCH EXTRA ROOM BTWN LNDG F100 ACFT AND CONSTRUCTION EQUIP, BUT TO HIS KNOWLEDGE, NO ONE COMPLAINED. CONSTRUCTION ACTIVITY IS NOW FOCUSED ON RWY 10/28. THE RPTR ADVISED LCL NOTAM'S HAD BEEN ISSUED. NOTAM STATES THAT CONSTRUCTION ACTIVITY WILL BE NO CLOSER THAN 200 FT TO THE RWY CENTERLINE. DURING ALL THIS ACTIVITY, THE RPTR ALLEGES ARPT MGMNT HAS NOT PROVIDED THE ON-SITE CONSTRUCTION SUPVR THE ABILITY TO COM WITH THE TWR, OR VICE VERSA.
