Narrative:
On dec/xa/99 between PM00-PM30, I was flying in the traffic pattern at MD50, chesapeake ranch airport, where I live. During that flight, I made a total of 3 full stop lndgs. After my second takeoff, as I was turning downwind at approximately 500 ft AGL, I heard another aircraft entering the traffic pattern on the base leg. I informed the other aircraft on unicom frequency 122.7 that I would extend my downwind. I continued my pattern and on final approach noted that the other aircraft was still on the runway. I announced on unicom frequency that I was going around. I continued around the pattern and landed on my next approach. On dec/xb/99 (1 week later) I received a phone call from a mr X from the washington FSDO informing me that his office had received a complaint of low flying from someone who lived north of the airfield. (Per published procedure all patterns are flown to the north of the runway below 800 ft. MD50 lies under the patuxent river naval base restr area. I provided mr X the requested information over the phone and by facsimile (copy of logbook page showing flying activity on dec/xa/99 and copy of aircraft logbook page showing altimeter and static system test). Legal services recommended I file an ASRS form.

Title: A PIPER TRI-PACER PVT PLT RECEIVES A CALL FROM THE LCL FSDO ALLEGING HIS LOW FLT OVER A PERSON'S HOME N OF MD50, MD.
Narrative: ON DEC/XA/99 BTWN PM00-PM30, I WAS FLYING IN THE TFC PATTERN AT MD50, CHESAPEAKE RANCH ARPT, WHERE I LIVE. DURING THAT FLT, I MADE A TOTAL OF 3 FULL STOP LNDGS.
