Narrative:
At FL240, received a TCASII 'traffic, traffic,' a P3 showing +3, level flight. P3 began descent and we received an immediate 'climb, climb.' TCASII commanded 2500 FPM climb. We passed between 500-1000 ft above the offending aircraft and approximately 100-200 ft horizontal. We had limited visibility due to the sun directly in front of us. After calling ATC with TCASII climb, controller issued climb to FL250 but due to excessive climb rate we were unable to stop climb until FL255. We initiated immediate descent to FL250 and were again cleared to FL240. Supplemental information from acn 457914: air carrier X advised TCASII climb. Climbed above FL250 to avoid navy Y, a P3, who was descending out of FL250 to FL230. Controller thought air carrier X was at FL260.

Title: A ZDC RADAR CTLR DSNDS A P3 THROUGH FL240 WHICH IS OCCUPIED BY ACR X OVER GVE, VA.
Narrative: AT FL240, RECEIVED A TCASII 'TFC, TFC,' A P3 SHOWING +3, LEVEL FLT. P3 BEGAN DSCNT AND WE RECEIVED AN IMMEDIATE 'CLB, CLB.' TCASII COMMANDED 2500 FPM CLB. WE PASSED BTWN 500-1000 FT ABOVE THE OFFENDING ACFT AND APPROX 100-200 FT HORIZ. WE HAD LIMITED VISIBILITY DUE TO THE SUN DIRECTLY IN FRONT OF US. AFTER CALLING ATC WITH TCASII CLB, CTLR ISSUED CLB TO FL250 BUT DUE TO EXCESSIVE CLB RATE WE WERE UNABLE TO STOP CLB UNTIL FL255. WE INITIATED IMMEDIATE DSCNT TO FL250 AND WERE AGAIN CLRED TO FL240. SUPPLEMENTAL INFO FROM ACN 457914: ACR X ADVISED TCASII CLB. CLBED ABOVE FL250 TO AVOID NAVY Y, A P3, WHO WAS DSNDING OUT OF FL250 TO FL230. CTLR THOUGHT ACR X WAS AT FL260.
