Narrative:
Situation arose from holding aircraft on a VFR day because of incompetence at cle approach. I cleared the #1 aircraft down through the #2 aircraft thinking I was clearing a different aircraft. A bad decision on my part and conflict alert did not warn me about the situation.

Title: ARTCC RADAR CTLR DSNDS ONE ACFT THROUGH THE ALT OF ANOTHER HOLDING ACFT. CTLR EXPECTED OEDP WOULD HAVE ALERTED HIM TO PENDING LOSS OF SEPARATION.
Narrative: SIT AROSE FROM HOLDING ACFT ON A VFR DAY BECAUSE OF INCOMPETENCE AT CLE APCH. I CLRED THE #1 ACFT DOWN THROUGH THE #2 ACFT THINKING I WAS CLRING A DIFFERENT ACFT. A BAD DECISION ON MY PART AND CONFLICT ALERT DID NOT WARN ME ABOUT THE SIT.
