Narrative:
Departed brackett airport wbound with complicated clearance that required turning sebound to intercept a pom VOR 164 degree radial. The VOR is only 1 NM south of the airport. The aircraft crossed radials so fast within 1 mi of the VOR that we overshot the radial and had to correct back towards the west. The controller restr our climb to 3000 ft because of VFR traffic at 3500 ft. Our plane went to 3400 ft before my pilot passenger and controller reminded me about the 3000 ft restr. We immediately returned to 3000 ft until cleared to our final 4000 ft altitude. I focused too much on becoming established on the 164 degree radial, thereby forgetting the altitude restr. Human performance consideration: perhaps because the crossing VFR traffic was miles away my mind put too little importance on the altitude and proportionally too much focus on getting on course.

Title: BEECH CRAFT PLT OVERSHOOTS CLRED ALT ON DEP IN ONT CLASS C AIRSPACE.
Narrative: DEPARTED BRACKETT ARPT WBOUND WITH COMPLICATED CLRNC THAT REQUIRED TURNING SEBOUND TO INTERCEPT A POM VOR 164 DEG RADIAL. THE VOR IS ONLY 1 NM S OF THE ARPT. OUR PLANE WENT TO 3400 FT BEFORE MY PLT PAX AND CTLR REMINDED ME ABOUT THE 3000 FT RESTR. WE IMMEDIATELY RETURNED TO 3000 FT UNTIL CLRED TO OUR FINAL 4000 FT ALT. I FOCUSED TOO MUCH ON BECOMING ESTABLISHED ON THE 164 DEG RADIAL, THEREBY FORGETTING THE ALT RESTR. HUMAN PERFORMANCE CONSIDERATION: PERHAPS BECAUSE THE XING VFR TFC WAS MILES AWAY MY MIND PUT TOO LITTLE IMPORTANCE ON THE ALT AND PROPORTIONALLY TOO MUCH FOCUS ON GETTING ON COURSE.
