Narrative:
While on final approach to atl, when the landing gear was selected down, it failed to extend. Following the ECAM procedures, the gear was recycled and still remained up. Subsequently, by ECAM and the gravity gear extension irregular procedure, the gear was manually extended. However, the nose gear remained up. Contact with company maintenance failed to resolve the nose gear problem and an emergency was declared with ATC and preparations were made to land with partial gear. During preparation to land with partial gear, the first officer applied some additional pressure to the manual gear extension handle and the nose gear uplock released and the nose gear extended and locked in position. Preparations for landing with partial gear were discontinued and a normal landing without nosewheel steering was completed without further incident. The aircraft was taxied clear of the runway using differential braking and power and was subsequently towed to parking by company maintenance where the passenger and crew deplaned normally.
Original NASA ASRS Text
Title: AN A319 CREW EXPERIENCE A NOSE GEAR FAILURE DURING APCH TO ATL. THEY RAN THE ECAM PROC, THE GRAVITY GEAR EXTENSION PROC, AND TRIED MANUAL EXTENSION ALL TO NO AVAIL. ON APCH FOR A PARTIAL GEAR LNDG, THE FO TRIED ONE LAST TIME TO EXTEND THE GEAR BY APPLYING EXTRA PRESSURE TO THE MANUAL GEAR EXTENSION HANDLE WHICH CAUSED THE GEAR TO EXTEND AND LOCK.
Narrative: WHILE ON FINAL APCH TO ATL, WHEN THE LNDG GEAR WAS SELECTED DOWN, IT FAILED TO EXTEND. FOLLOWING THE ECAM PROCS, THE GEAR WAS RECYCLED AND STILL REMAINED UP. SUBSEQUENTLY, BY ECAM AND THE GRAVITY GEAR EXTENSION IRREGULAR PROC, THE GEAR WAS MANUALLY EXTENDED. HOWEVER, THE NOSE GEAR REMAINED UP. CONTACT WITH COMPANY MAINT FAILED TO RESOLVE THE NOSE GEAR PROB AND AN EMER WAS DECLARED WITH ATC AND PREPARATIONS WERE MADE TO LAND WITH PARTIAL GEAR. DURING PREPARATION TO LAND WITH PARTIAL GEAR, THE FO APPLIED SOME ADDITIONAL PRESSURE TO THE MANUAL GEAR EXTENSION HANDLE AND THE NOSE GEAR UPLOCK RELEASED AND THE NOSE GEAR EXTENDED AND LOCKED IN POS. PREPARATIONS FOR LNDG WITH PARTIAL GEAR WERE DISCONTINUED AND A NORMAL LNDG WITHOUT NOSEWHEEL STEERING WAS COMPLETED WITHOUT FURTHER INCIDENT. THE ACFT WAS TAXIED CLR OF THE RWY USING DIFFERENTIAL BRAKING AND PWR AND WAS SUBSEQUENTLY TOWED TO PARKING BY COMPANY MAINT WHERE THE PAX AND CREW DEPLANED NORMALLY.
