Narrative:
After turning to intercept the localizer inbound at quirt intersection at 12000 ft, ZLC advised us that the procedure turn was mandatory on this ILS. At that time we were VMC and had the airport in sight. We advised ZLC we were continuing and that we had the airport in sight. After landing, we inspected the approach chart closely, only to find we were unclr as to whether the procedure turn is mandatory or not. We feel the wording on the chart is ambiguous for a procedure that could be so important. In conclusion, we were at all the fixes at the appropriate altitudes and are still unsure as to why a procedure turn would be mandatory. It is my opinion that the phrase 'procedure turn mandatory' should be printed more clearly on the plate.

Title: LJ35 CREW WAS TOLD BY ZLC CTLR A PROC TURN WAS MANDATORY ON RWY 18 AT JAC.

WE FEEL THE WORDING ON THE CHART IS AMBIGUOUS FOR A PROC THAT COULD BE SO IMPORTANT. IN CONCLUSION, WE WERE AT ALL THE FIXES AT THE APPROPRIATE ALTS AND ARE STILL UNSURE AS TO WHY A PROC TURN WOULD BE MANDATORY. IT IS MY OPINION THAT THE PHRASE 'PROC TURN MANDATORY' SHOULD BE PRINTED MORE CLEARLY ON THE PLATE.
