Narrative:
An air carrier B757 was just airborne off runway 25R. Another air carrier B757 on short final for runway 25L advised he was too high and going around. New lax tower procedures do not allow turns sbound until past sepulveda blvd. The departure was at 700 ft MSL and the go around was at 600 ft MSL, one and one half mi in trail. There was no time to coordinate an earlier turn. Both aircraft were in the clouds and local control can't tell when the aircraft passes sepulveda blvd if it is in the clouds.

Title: AN ACR B757 WAS ON INITIAL CLB OUT OFF RWY 25R WHEN AN INBOUND ACR B757 WENT MISSED APCH ON RWY 25L. TWR CTLR DID NOT TAKE ANY ACTION TO INSURE SEPARATION STATING THAT A NEW TWR PROC DOES NOT ALLOW TURNS BEFORE SEPULVEDA BLVD AND HE COULD NOT SEE THE ACFT AS THEY WERE IN THE CLOUDS.
