Narrative:
Port au prince center cleared us from present position (30 mi southeast of obn VOR) down to 12000 ft. A couple of mins later, he cleared us for the kenok 1A arrival. We confirmed the clearance. We followed our STAR chart including radials, fixes and stepdown altitudes. When center switched us to approach, we reported our altitude when checking in. The approach controller questioned our descent below 12000 ft. We reiterated our clearance for the arrival from the previous controller. Approach told us to maintain 9000 ft until we were cleared for the ganiv ILS 9 approach. The controllers should be clrer with instruction when they differ from the written STAR.

WE FOLLOWED OUR STAR CHART INCLUDING RADIALS, FIXES AND STEPDOWN ALTS. WHEN CTR SWITCHED US TO APCH, WE RPTED OUR ALT WHEN CHKING IN. THE APCH CTLR QUESTIONED OUR DSCNT BELOW 12000 FT. WE REITERATED OUR CLRNC FOR THE ARR FROM THE PREVIOUS CTLR. APCH TOLD US TO MAINTAIN 9000 FT UNTIL WE WERE CLRED FOR THE GANIV ILS 9 APCH. THE CTLRS SHOULD BE CLRER WITH INSTRUCTION WHEN THEY DIFFER FROM THE WRITTEN STAR.
