Narrative:
LR60 departed uin on feb/xa/00. After departure, was cleared to FL210. We acknowledged FL210 to center, then entered FL210 on the autoplt (copilot's side). Upon reaching FL210, autoplt did not capture altitude. At FL212, autoplt was disengaged to start descent back to FL210. Between FL212-213, while commencing descent, we received an egpws command of 'pull up, pull up' followed immediately by a TCASII warning command 'traffic, traffic.' descent was stopped by following egpws command at which time TCASII changed to red alert (RA category) and commanded 'climb, climb, climb.' we immediately followed the TCASII command and leveled off at FL226. After traffic had passed we immediately started descent back to FL210. Upon reaching FL220, center asked our altitude and I responded FL220. We were then cleared to expedite climb to FL240 which was promptly done.

Title: LR60 CREW OVERSHOT THEIR CLRED ALT AND GOT A TCASII RA WITH CONFLICTING TFC.
Narrative: LR60 DEPARTED UIN ON FEB/XA/00. AFTER DEP, WAS CLRED TO FL210. WE ACKNOWLEDGED FL210 TO CTR, THEN ENTERED FL210 ON THE AUTOPLT (COPLT'S SIDE). UPON REACHING FL210, AUTOPLT DID NOT CAPTURE ALT. AT FL212, AUTOPLT WAS DISENGAGED TO START DSCNT BACK TO FL210. BTWN FL212-213, WHILE COMMENCING DSCNT, WE RECEIVED AN EGPWS COMMAND OF 'PULL UP, PULL UP' FOLLOWED IMMEDIATELY BY A TCASII WARNING COMMAND 'TFC, TFC.' DSCNT WAS STOPPED BY FOLLOWING EGPWS COMMAND AT WHICH TIME TCASII CHANGED TO RED ALERT (RA CATEGORY) AND COMMANDED 'CLB, CLB, CLB.' WE IMMEDIATELY FOLLOWED THE TCASII COMMAND AND LEVELED OFF AT FL226. AFTER TFC HAD PASSED WE IMMEDIATELY STARTED DSCNT BACK TO FL210. UPON REACHING FL220, CTR ASKED OUR ALT AND I RESPONDED FL220. WE WERE THEN CLRED TO EXPEDITE CLB TO FL240 WHICH WAS PROMPTLY DONE.
