Primary Problem | ATC Human Performance |
Air Traffic Incident | Operational Error |
Narrative:
While on a 030 degree vector for dtw approach/control, for spacing, the ATC controller gave us a descent to 13000 ft. He also called traffic at 2 O'clock position, 16000 ft. As we descended across his path and altitude, we got a TA which became a 'climbing' RA. We climbed back to 17000 ft and got a 'clear of conflict.' 1) problem arose with a required descent too close to converging traffic. 2) discovered by receipt of an RA. 3) contributing factors: the controller was very busy at the time with not enough help for the amount of traffic he was working. 4) more controllers.

Title: MLG CREW HAD TCASII RA IN DSCNT INTO DTW.
Narrative: WHILE ON A 030 DEG VECTOR FOR DTW APCH/CTL, FOR SPACING, THE ATC CTLR GAVE US A DSCNT TO 13000 FT. HE ALSO CALLED TFC AT 2 O'CLOCK POS, 16000 FT. AS WE DSNDED ACROSS HIS PATH AND ALT, WE GOT A TA WHICH BECAME A 'CLBING' RA. WE CLBED BACK TO 17000 FT AND GOT A 'CLR OF CONFLICT.' 1) PROB AROSE WITH A REQUIRED DSCNT TOO CLOSE TO CONVERGING TFC. 2) DISCOVERED BY RECEIPT OF AN RA. 3) CONTRIBUTING FACTORS: THE CTLR WAS VERY BUSY AT THE TIME WITH NOT ENOUGH HELP FOR THE AMOUNT OF TFC HE WAS WORKING. 4) MORE CTLRS.
