Narrative:
Preparing to depart runway 23 at buffalo, aircraft facing northeast with brake set. Another aircraft, a B727, was in the runup block facing southwest. I encountered a mechanical problem on my aircraft and had to return to gate. I turned the corner and waited at the hold short line. Tower cleared me to taxi down runway and exit at taxiway B. The operator of the B727 apparently was doing engine repairs in the runup block and alleged that my jetblast was excessive and that it caused a stepladder with personnel to blow over. I can say that I only used enough power to turn the corner, and to maintain forward motion. At the time we had no knowledge whatsoever that there was anyone outside of the aircraft in the runup block, otherwise I probably would have never made the turn. The runup block at the departure end of a runway at a major airport such as buffalo is a very hazardous place to be up on a ladder, and I'm surprised experienced people would do it and that ATC would permit it to be done.

Title: A TAXIING MD80 ALLEGEDLY BLEW A MAINT MAN OFF A LADDER WITH A JETBLAST ENCOUNTER IN PROX OF A PARKED B727 BY RWY 23 AT BUF, NY.
Narrative: PREPARING TO DEPART RWY 23 AT BUFFALO, ACFT FACING NE WITH BRAKE SET. ANOTHER ACFT, A B727, WAS IN THE RUNUP BLOCK FACING SW. I ENCOUNTERED A MECHANICAL PROB ON MY ACFT AND HAD TO RETURN TO GATE. I TURNED THE CORNER AND WAITED AT THE HOLD SHORT LINE. TWR CLRED ME TO TAXI DOWN RWY AND EXIT AT TXWY B. THE OPERATOR OF THE B727 APPARENTLY WAS DOING ENG REPAIRS IN THE RUNUP BLOCK AND ALLEGED THAT MY JETBLAST WAS EXCESSIVE AND THAT IT CAUSED A STEPLADDER WITH PERSONNEL TO BLOW OVER. I CAN SAY THAT I ONLY USED ENOUGH PWR TO TURN THE CORNER, AND TO MAINTAIN FORWARD MOTION. AT THE TIME WE HAD NO KNOWLEDGE WHATSOEVER THAT THERE WAS ANYONE OUTSIDE OF THE ACFT IN THE RUNUP BLOCK, OTHERWISE I PROBABLY WOULD HAVE NEVER MADE THE TURN. THE RUNUP BLOCK AT THE DEP END OF A RWY AT A MAJOR ARPT SUCH AS BUFFALO IS A VERY HAZARDOUS PLACE TO BE UP ON A LADDER, AND I'M SURPRISED EXPERIENCED PEOPLE WOULD DO IT AND THAT ATC WOULD PERMIT IT TO BE DONE.
