Narrative:

Climbing out of lga, received a TCASII TA, followed by an RA for a target that appeared to be at our 7 O'clock position, less than 1 mi behind us. This occurred in rapid sequence as we climbed out of 9500 ft. We were in IMC at the time. The TCASII RA called for a descent of at least 2000 FPM, and was complied with. After initiating the descent, the RA was no longer displayed. New york departure control was queried about any traffic in our vicinity that could have triggered a TCASII RA. There was none visible to the controller on his display. The climb was resumed. Several mins prior to the RA, there had been a momentary 'TCASII fail' annunciation on the TCASII display.
