Narrative:
We were cruising at 4000 ft and we got an RA for traffic 12 O'clock position 1 1/2 mi climbing to our altitude. We had no visual so we descended and turned right. In the turn, we saw the traffic (a helicopter). We notified ATC (phl departure) but they were not aware of the traffic. When we got on the ground, I called and spoke to the supervisor in phl and he said he would look into it.

Title: A DHC8 FLT HAS TO TURN AND DSND TO AVOID A CLBING HELI 1 MI AWAY WHILE IN THE CLASS B AIRSPACE 15 MI NW OF PHL, PA.
Narrative: WE WERE CRUISING AT 4000 FT AND WE GOT AN RA FOR TFC 12 O'CLOCK POS 1 1/2 MI CLBING TO OUR ALT. WE HAD NO VISUAL SO WE DSNDED AND TURNED R. IN THE TURN, WE SAW THE TFC (A HELI). WE NOTIFIED ATC (PHL DEP) BUT THEY WERE NOT AWARE OF THE TFC. WHEN WE GOT ON THE GND, I CALLED AND SPOKE TO THE SUPVR IN PHL AND HE SAID HE WOULD LOOK INTO IT.
