Narrative:
Philadelphia area helicopters are requested to utilize frequency 123.025 outside of class B; C; and D for helicopter separation. The bell had me to his right and even though I was higher; no attempt seemed to have been made to deviate to the right behind me. I gained altitude and watched him pass underneath me as well as barely in front. Attempts to reach him on 123.02 were made.

Title: A helicopter pilot reported a near miss with another helicopter northwest of PHL below Class B airspace. The helicopter flight watch frequency apparently was not monitored.
Narrative: Philadelphia area helicopters are requested to utilize frequency 123.025 outside of Class B; C; and D for helicopter separation. The Bell had me to his right and even though I was higher; no attempt seemed to have been made to deviate to the right behind me. I gained altitude and watched him pass underneath me as well as barely in front. Attempts to reach him on 123.02 were made.
