Narrative:

While on a vector from N90 going into hpn, we received a TA on our TCASII. The traffic was about our 2 O'clock position and less than 5 mi and 500 ft below us. As it got closer it showed a climb and we received an RA to climb, we started our climb and advised ATC they had not issued an advisory for this aircraft. When we were clear of the traffic, we descended back to 3000 ft.
