Narrative:
Aircraft Z helicopter, VFR, en route to 1700 ft AGL. Business aircraft west BE58, IFR at 4000 ft, arrival to alb, cargo air carrier Y cleared for takeoff, runway 1 at alb. Air carrier X cleared to land runway 1, helicopter Z 3 mi east alb sbound at 1700 ft, BE58 west 5 mi east alb wbound on vector to land runway 1 at 4000 ft. Air carrier Y aborted takeoff due to erratic engine reading. Air carrier X ,on a 1 mi final, instructed to go around, climb to 3000 ft and turn right heading 090 degrees. I was unable to turn air carrier X west and unable to allow runway heading due to slow moving traffic off departure end of runway 1 on a 340 degree heading. The helicopter Z was a conflict with air carrier X and so was aircraft west. Aircraft west was descending out of 4000 ft after air carrier Y switched to departure. When air carrier Y was issued climb to 3000 ft, the 4000 ft traffic (aircraft west) not a factor.
Original NASA ASRS Text
Title: ALB ATCT CTLR INVOLVED IN MULTIPLE ACFT OPERROR DUE TO TFC SIT.
Narrative: ACFT Z HELI, VFR, ENRTE TO 1700 FT AGL. BUSINESS ACFT W BE58, IFR AT 4000 FT, ARR TO ALB, CARGO ACR Y CLRED FOR TKOF, RWY 1 AT ALB. ACR X CLRED TO LAND RWY 1, HELI Z 3 MI E ALB SBOUND AT 1700 FT, BE58 W 5 MI E ALB WBOUND ON VECTOR TO LAND RWY 1 AT 4000 FT. ACR Y ABORTED TKOF DUE TO ERRATIC ENG READING. ACR X ,ON A 1 MI FINAL, INSTRUCTED TO GO AROUND, CLB TO 3000 FT AND TURN R HDG 090 DEGS. I WAS UNABLE TO TURN ACR X W AND UNABLE TO ALLOW RWY HDG DUE TO SLOW MOVING TFC OFF DEP END OF RWY 1 ON A 340 DEG HDG. THE HELI Z WAS A CONFLICT WITH ACR X AND SO WAS ACFT W. ACFT W WAS DSNDING OUT OF 4000 FT AFTER ACR Y SWITCHED TO DEP. WHEN ACR Y WAS ISSUED CLB TO 3000 FT, THE 4000 FT TFC (ACFT W) NOT A FACTOR.
