Narrative:
During boarding, a foreign airline representative brought on a non english speaking woman to leave on our flight. She (the agent) informed us that she (the woman) did not speak english and asked if we would take her to her seat and make her comfortable. During our taxi out, she stood up from her seat and tried to climb over the passenger who was sitting next to her. I tried to explain that she should situation down, while the #2 flight attendant called the cockpit so they knew of the situation and wouldn't take off. The woman walked to the front of the aircraft. We continued to try to understand what she was trying to tell us. After a few mins she went back to her seat. She was quiet and calm during takeoff, however, about 10 mins after takeoff she got out of her seat with her bags. Throughout the entire flight, she walked the aisle, yelled, unpacked and repacked her bags several times. Finally, before landing, we got her back in her seat. 2 men on board sat on each side of her, so she didn't get up during landing. Once we landed, she immediately got up and went to the front door. We were met by the agent and 2 airport police. Her family was waiting to meet her. I don't believe she should have been by herself. The family claimed that she was older and didn't know what was going on. Callback conversation with reporter revealed the following information: the reporter stated that the woman sat in a window seat and during the sterile cockpit period during climb out, she not only climbed over the person sitting next to her, but she landed on the lap of a third person, a man sitting in the aisle seat. The reporter stowed her 3 carry-on bags (2 in the overhead bin, and a quilt and another bag) under the seat in front of her. She took all 3 bags out, and kept unwrapping and wrapping up small packages, some of which was food. On taxi in, she ran up to the front door and pushed the purser aside as she was disarming the door. The woman deplaned, leaving all her bags stowed at her seat. The police interviewed her family that met her, but the crew never learned the outcome of that. One of the flight attendants took the woman's bags off, but the woman and her family had already disappeared, so they paged for the family.

Title: CABIN ATTENDANT RPT, MD80, DFW-BWI. FOREIGN CARRIER REPRESENTATIVE BROUGHT NON ENGLISH SPEAKING WOMAN TO PLANE. WOMAN DISRUPTED FLT, STANDING UP FOR TAXI-IN, TAXI-OUT. POLICE MET FLT.
Narrative: DURING BOARDING, A FOREIGN AIRLINE REPRESENTATIVE BROUGHT ON A NON ENGLISH SPEAKING WOMAN TO LEAVE ON OUR FLT. SHE (THE AGENT) INFORMED US THAT SHE (THE WOMAN) DID NOT SPEAK ENGLISH AND ASKED IF WE WOULD TAKE HER TO HER SEAT AND MAKE HER COMFORTABLE. DURING OUR TAXI OUT, SHE STOOD UP FROM HER SEAT AND TRIED TO CLB OVER THE PAX WHO WAS SITTING NEXT TO HER. I TRIED TO EXPLAIN THAT SHE SHOULD SIT DOWN, WHILE THE #2 FLT ATTENDANT CALLED THE COCKPIT SO THEY KNEW OF THE SIT AND WOULDN'T TAKE OFF. THE WOMAN WALKED TO THE FRONT OF THE ACFT. WE CONTINUED TO TRY TO UNDERSTAND WHAT SHE WAS TRYING TO TELL US. AFTER A FEW MINS SHE WENT BACK TO HER SEAT. SHE WAS QUIET AND CALM DURING TKOF, HOWEVER, ABOUT 10 MINS AFTER TKOF SHE GOT OUT OF HER SEAT WITH HER BAGS. THROUGHOUT THE ENTIRE FLT, SHE WALKED THE AISLE, YELLED, UNPACKED AND REPACKED HER BAGS SEVERAL TIMES. FINALLY, BEFORE LNDG, WE GOT HER BACK IN HER SEAT. 2 MEN ON BOARD SAT ON EACH SIDE OF HER, SO SHE DIDN'T GET UP DURING LNDG. ONCE WE LANDED, SHE IMMEDIATELY GOT UP AND WENT TO THE FRONT DOOR. WE WERE MET BY THE AGENT AND 2 ARPT POLICE. HER FAMILY WAS WAITING TO MEET HER. I DON'T BELIEVE SHE SHOULD HAVE BEEN BY HERSELF. THE FAMILY CLAIMED THAT SHE WAS OLDER AND DIDN'T KNOW WHAT WAS GOING ON. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE WOMAN SAT IN A WINDOW SEAT AND DURING THE STERILE COCKPIT PERIOD DURING CLBOUT, SHE NOT ONLY CLBED OVER THE PERSON SITTING NEXT TO HER, BUT SHE LANDED ON THE LAP OF A THIRD PERSON, A MAN SITTING IN THE AISLE SEAT. THE RPTR STOWED HER 3 CARRY-ON BAGS (2 IN THE OVERHEAD BIN, AND A QUILT AND ANOTHER BAG) UNDER THE SEAT IN FRONT OF HER. SHE TOOK ALL 3 BAGS OUT, AND KEPT UNWRAPPING AND WRAPPING UP SMALL PACKAGES, SOME OF WHICH WAS FOOD. ON TAXI IN, SHE RAN UP TO THE FRONT DOOR AND PUSHED THE PURSER ASIDE AS SHE WAS DISARMING THE DOOR. THE WOMAN DEPLANED, LEAVING ALL HER BAGS STOWED AT HER SEAT.
