Narrative:
On taxi to runway 21, sic called indianapolis approach on frequency depicted on approach chart to get IFR clearance. Approach would not respond. As we departed runway 21, sic immediately called approach for clearance. Approach gave us a different frequency for clearance. We stayed in the eye traffic pattern with left downwind departure, leveled at 2000 ft MSL. Sic immediately called 2ND frequency and was instructed to remain clear of class C airspace and gave us a 3RD frequency. Switched to 3RD frequency. ATC instructed us to remain clear of class C but still would not acknowledge our request for clearance. To the best of my knowledge, we did not enter class C airspace. If we did, it was not intentional, but due to our attempts to perform after takeoff checks, scan for traffic, and other after takeoff responsibilities while attempting to simply get an IFR clearance in clear, VFR conditions. We used every published frequency plus 2 non published frequencys. ATC simply did not want to work with us. Next time we will be forced to delay our departure while the IFR clearance is obtained via telephone prior to departure.
