Narrative:
Vectored to localizer 17 approach, cleared direct still intersection, intercept localizer. Given frequency change, not cleared for approach. Finally got through to get approach clearance at still intersection, 1000 ft high. Made best descent possible without shock-cooling engines. Broke out 1000 ft AGL on 1.5 mi final, elected to circle rather than risk long landing on wet runway (WX well above circling minimums). Circled to successful landing over noise-sensitive area. Primary factor: lack of approach clearance prevented descent.

Narrative: VECTORED TO LOC 17 APCH, CLRED DIRECT STILL INTXN, INTERCEPT LOC. GIVEN FREQ CHANGE, NOT CLRED FOR APCH. FINALLY GOT THROUGH TO GET APCH CLRNC AT STILL INTXN, 1000 FT HIGH. MADE BEST DSCNT POSSIBLE WITHOUT SHOCK-COOLING ENGS. BROKE OUT 1000 FT AGL ON 1.5 MI FINAL, ELECTED TO CIRCLE RATHER THAN RISK LONG LNDG ON WET RWY (WX WELL ABOVE CIRCLING MINIMUMS).
