Narrative:
An unruly woman refused to keep her dog in its carrier, as is required. She was told many times that the dog was required to remain in the carrier during flight, starting with when she boarded. (The flight attendant collecting tickets in the terminal saw the dog get loose and run 3 gates away.) during taxi out, she was told to put the dog away, and blatantly refused. We had to situation out on the taxiway for 1/2 hour due to WX. She and the dog walked up front and spoke with the captain. She put the dog away for takeoff, but it was out again immediately afterward. The purser spoke with her at length, and she was given her portion of a disturbance report. Passenger around her were becoming irritable about the whole situation. We all talked about having her met by the auths or at least our passenger service, but that never materialized. Personally, I feel that since this problem became apparent during taxi out and her attitude was unreasonable from the start, the simplest and most effective way of resolving the problem would have been to return to the gate and remove her.

Title: CABIN ATTENDANT RPT, B767, MIA-JFK. WOMAN LET DOG OUT OF KENNEL DURING TAXI. CAPT ORDERED DOG IN KENNEL FOR TKOF. DOG OUT FOR FLT. OTHER PAX UPSET.
Narrative: AN UNRULY WOMAN REFUSED TO KEEP HER DOG IN ITS CARRIER, AS IS REQUIRED. SHE WAS TOLD MANY TIMES THAT THE DOG WAS REQUIRED TO REMAIN IN THE CARRIER DURING FLT, STARTING WITH WHEN SHE BOARDED. (THE FLT ATTENDANT COLLECTING TICKETS IN THE TERMINAL SAW THE DOG GET LOOSE AND RUN 3 GATES AWAY.) DURING TAXI OUT, SHE WAS TOLD TO PUT THE DOG AWAY, AND BLATANTLY REFUSED. WE HAD TO SIT OUT ON THE TXWY FOR 1/2 HR DUE TO WX. SHE AND THE DOG WALKED UP FRONT AND SPOKE WITH THE CAPT. SHE PUT THE DOG AWAY FOR TKOF, BUT IT WAS OUT AGAIN IMMEDIATELY AFTERWARD. THE PURSER SPOKE WITH HER AT LENGTH, AND SHE WAS GIVEN HER PORTION OF A DISTURBANCE RPT. PAX AROUND HER WERE BECOMING IRRITABLE ABOUT THE WHOLE SIT. WE ALL TALKED ABOUT HAVING HER MET BY THE AUTHS OR AT LEAST OUR PAX SVC, BUT THAT NEVER MATERIALIZED. PERSONALLY, I FEEL THAT SINCE THIS PROB BECAME APPARENT DURING TAXI OUT AND HER ATTITUDE WAS UNREASONABLE FROM THE START, THE SIMPLEST AND MOST EFFECTIVE WAY OF RESOLVING THE PROB WOULD HAVE BEEN TO RETURN TO THE GATE AND REMOVE HER.
