Narrative:

We were descending to cross sudsy at 13000 ft. ZTL advised opposite direction VFR traffic at 13500 ft on the centerline of the arrival. We tried to find him visually, but just as we agreed to stop the descent, we got an RA. I initiated a 2000 FPM climb. Now, things get weird. The traffic that had been stable at 13500 ft is now out-climbing us! We now have an RA 'descend, descend.' I made a rapid pushover and we missed him (obviously). We never saw him. ZTL called to see if we were ok. (It set off alarms in the center.) they said it almost looked like he was trying to hit us. Center said they were going to try and follow his progress cross country so they could talk to the pilot.

Title: NMAC NEAR CLT.

Narrative: WE WERE DSNDING TO CROSS SUDSY AT 13000 FT. ZTL ADVISED OPPOSITE DIRECTION VFR TFC AT 13500 FT ON THE CTRLINE OF THE ARR. WE TRIED TO FIND HIM VISUALLY, BUT JUST AS WE AGREED TO STOP THE DSCNT, WE GOT AN RA. I INITIATED A 2000 FPM CLB. NOW, THINGS GET WEIRD. THE TFC THAT HAD BEEN STABLE AT 13500 FT IS NOW OUT-CLBING US! WE NOW HAVE AN RA 'DSND, DSND.' I MADE A RAPID PUSHOVER AND WE MISSED HIM (OBVIOUSLY). WE NEVER SAW HIM. ZTL CALLED TO SEE IF WE WERE OK. (IT SET OFF ALARMS IN THE CTR.) THEY SAID IT ALMOST LOOKED LIKE HE WAS TRYING TO HIT US. CTR SAID THEY WERE GOING TO TRY AND FOLLOW HIS PROGRESS XCOUNTRY SO THEY COULD TALK TO THE PLT.
