Narrative:
After an uneventful flight, we landed on runway 10 at alb and exited to the left on taxiway D and then another left on taxiway a. As I was approaching the intersection of taxiway a and runway 28, the controller yelled 'hold short' several times. He then attempted to get the aircraft that was departing runway 28 to cancel takeoff clearance. I applied emergency braking and came to a stop over the hold short line, but short of the runway. No part of my aircraft entered the physical runway. I have been profoundly shaken by this incident! I am further disturbed by my recollection of some of the events that took place immediately prior to the incursion. Every time I have landed on runway 10 I have taken the same exit and, without fail, have been told to 'taxi to the ramp.' I do not recall hearing this instruction, nor do I recall ever hearing a 'hold short runway 28' instruction. I am told my first officer read the hold short instruction back. My first officer was very new and just off IOE. On touchdown he informed me that the antiskid system had failed. The antiskid master caution light extinguished and I informed him that on a particularly smooth landing, you would get that light. He continued to ask questions about this subject until we were clear of the runway. I told him we would discuss this matter further when we arrived at the ramp. Since we were aft center of gravity, I told my first officer to 'guard' communication #1 and I went to communication #2 to ask for a tail stand. I believe while I was on communication #2 is when my first officer may have received the hold short instruction. If this happened, I was not updated as to its receipt. Since our company is allowed to schedule reduced rest, and since reduced rest does not provide adequate rest, I may have been hurrying. Changes I have made to cockpit procedure are: 1) while the aircraft is moving, all communications will be on 1 radio. This will enable me to monitor all instructions. 2) all company business will be conducted on the ramp. No business is so important to require separate calls. 3) make a conscious effort to be slow and deliberate. 4) limit even aircraft specific conversation until aircraft is stopped.

ON TOUCHDOWN HE INFORMED ME THAT THE ANTISKID SYS HAD FAILED. THE ANTISKID MASTER CAUTION LIGHT EXTINGUISHED AND I INFORMED HIM THAT ON A PARTICULARLY SMOOTH LNDG, YOU WOULD GET THAT LIGHT. HE CONTINUED TO ASK QUESTIONS ABOUT THIS SUBJECT UNTIL WE WERE CLR OF THE RWY. I TOLD HIM WE WOULD DISCUSS THIS MATTER FURTHER WHEN WE ARRIVED AT THE RAMP. SINCE WE WERE AFT CTR OF GRAVITY, I TOLD MY FO TO 'GUARD' COM #1 AND I WENT TO COM #2 TO ASK FOR A TAIL STAND. I BELIEVE WHILE I WAS ON COM #2 IS WHEN MY FO MAY HAVE RECEIVED THE HOLD SHORT INSTRUCTION. IF THIS HAPPENED, I WAS NOT UPDATED AS TO ITS RECEIPT.
