Narrative:
WX at position of this near midair collision: cloud tops 1700 ft MSL, bases of clouds 1000 ft MSL, basic marine layer, clear sky above tops, visibility unlimited above clouds. While on IFR vectors to FAF at hhr, local approach told by socal approach 'a scud runner is at 10 O'clock position, had just missed previous company aircraft (light transport).' we were at mandatory 1500 ft MSL. I elected to climb up 200 ft to exit IMC conditions. At FAF we got visual on cessna less than 1 mi horizontal distance, level with us at our 10 O'clock position. Cessna was in left 30 degree bank turning towards us, but as to pass behind our track. Socal was requested for near midair collision report. Cessna n-number was later learned. I feel there is a basic problem reference far VFR requirements. Cessna was less than 100 ft above a solid undercast. Hhr localizer runs directly over and parallel to a major california freeway. In an effort to give morning traffic commute reports (I believe) safety is being compromised. On jul/xa/00 )in same location) aircraft, while IMC, we were given emergency evasive action to avoid a scud runner #1 and nearly hit another scud runner #2 -- both were traffic rptrs.

Title: CAPT OF A CPR BEECH 1900 CLBED ABOVE THE OVCST DURING A LOC APCH INTO HHR TO HELP AVOID A TFC WATCH C172 TRYING TO OBSERVE A MAJOR FREEWAY UNDERNEATH AND PARALLELING THE LOC COURSE.

WHILE ON IFR VECTORS TO FAF AT HHR, LCL APCH TOLD BY SOCAL APCH 'A SCUD RUNNER IS AT 10 O'CLOCK POS, HAD JUST MISSED PREVIOUS COMPANY ACFT (LTT).' WE WERE AT MANDATORY 1500 FT MSL.
