Narrative:
Upon inspection of the main wheel well areas (both left and right), I found numerous wire bundles that were secured illegally with nylon adjustable straps. This was not in compliance with manual. Management obtained and used a pre-written engineering variation authority/authorized to cover the discrepancy. This engineer and maintenance foreman did not physically inspect the aircraft in question. The eva was written without actually even looking in the wheel well for wire bundle condition. The duration of this eva is 1 yr until the next c-chk.
