Narrative:

During climb out of atl runway 9L clearance 'runway heading up to 10000 ft.' at approximately 7000 ft with autoplt on, I noticed a target on the TCASII approximately 3 NM ahead 11-12 O'clock position, +800 ft on level flight. As I reached for the autoplt disconnect switch I called the traffic to the attention of the captain. Almost simultaneously we received a TCASII TA then RA, 'traffic, traffic, climb crossing climb.' also ATC called at the same time with an immediate right turn to 140 degree heading. I disconnected autoplt and banked to the right 30 degree bank, I increased rate of climb to reach green arc on TCASII/vsi indicator. This required 2500 FPM. After crossing 8500 ft MSL we received a 'cleared of conflict' from TCASII and a new clearance to 14000 ft MSL with a left turn to 070 degree heading. After landing we called ATC. They indicated the conflicting traffic was a twin cessna on an IFR clearance flying inbtwn 2 ATC sectors. ATC had apparently not switched him to the proper frequency or controller. We never got visual contact with the traffic. Departure corridors should only be 1 ATC sector.

Narrative: DURING CLBOUT OF ATL RWY 9L CLRNC 'RWY HEADING UP TO 10000 FT.'
