Narrative:
Was off duty transiting the ramp to board awaiting employee bus to go home. Was ramp checked by FAA inspector. I thought he asked for my ramp identify, which I furnished to him. I thought I gave him what he wanted. Then on about aug/xa/00 or so, I received a letter of investigation from FAA which said I was in possible violation of far 61.3 because he, at the time, requested my airman certificates. I misunderstood his request at the time and was only aware of a possible violation when I received the FAA's letter of investigation on aug/xa/00. I was very fatigued at the time and the aircraft noise on the ramp made communication difficult. I did not understand him to ask for my 'airline transport pilot' certificates. I thought I gave him what he asked for. I am submitting a response to FAA's letter asking them to close the case because it was a misunderstanding.

Title: CAPT OF AN ACR ACFT WAS ACCUSED BY FAA INSPECTOR OF NOT HAVING HIS AIRMAN, PLT, OR MEDICAL CERTIFICATES IN HIS POSSESSION WHEN LEAVING ACFT AFTER FLT.
Narrative: WAS OFF DUTY TRANSITING THE RAMP TO BOARD AWAITING EMPLOYEE BUS TO GO HOME. WAS RAMP CHKED BY FAA INSPECTOR. I THOUGHT HE ASKED FOR MY RAMP IDENT, WHICH I FURNISHED TO HIM. I THOUGHT I GAVE HIM WHAT HE WANTED. THEN ON ABOUT AUG/XA/00 OR SO, I RECEIVED A LETTER OF INVESTIGATION FROM FAA WHICH SAID I WAS IN POSSIBLE VIOLATION OF FAR 61.3 BECAUSE HE, AT THE TIME, REQUESTED MY AIRMAN CERTIFICATES. I MISUNDERSTOOD HIS REQUEST AT THE TIME AND WAS ONLY AWARE OF A POSSIBLE VIOLATION WHEN I RECEIVED THE FAA'S LETTER OF INVESTIGATION ON AUG/XA/00. I WAS VERY FATIGUED AT THE TIME AND THE ACFT NOISE ON THE RAMP MADE COM DIFFICULT. I DID NOT UNDERSTAND HIM TO ASK FOR MY 'AIRLINE TRANSPORT PLT' CERTIFICATES. I THOUGHT I GAVE HIM WHAT HE ASKED FOR. I AM SUBMITTING A RESPONSE TO FAA'S LETTER ASKING THEM TO CLOSE THE CASE BECAUSE IT WAS A MISUNDERSTANDING.
