Narrative:
Was given a clearance to taxi to runway 16 via taxiway B for back taxi. Switched to tower frequency on entering runway and was informed by tower that we hadn't been cleared for back taxi. Talked it over with my other 2 crew members and we all agreed that we understood that we were cleared for back taxi. Had the controller told us to hold short at runway 16, it would have eliminated the confusion.

Title: AN ACR FLC FLYING A B727 AT PSM RPTS CONFLICTING INSTRUCTIONS FROM GND AND TWR.
Narrative: WAS GIVEN A CLRNC TO TAXI TO RWY 16 VIA TXWY B FOR BACK TAXI. SWITCHED TO TWR FREQ ON ENTERING RWY AND WAS INFORMED BY TWR THAT WE HADN'T BEEN CLRED FOR BACK TAXI. TALKED IT OVER WITH MY OTHER 2 CREW MEMBERS AND WE ALL AGREED THAT WE UNDERSTOOD THAT WE WERE CLRED FOR BACK TAXI. HAD THE CTLR TOLD US TO HOLD SHORT AT RWY 16, IT WOULD HAVE ELIMINATED THE CONFUSION.
