Narrative:

Aircraft #1 on a 180 degree heading for spacing, aircraft #2 on the tarne arrival to cvg at FL240. About a 95 degree heading. I thought aircraft #1 was at FL220, when in fact it was at FL230. I descended aircraft #2 to FL230. I realized my mistake when aircraft #2 was at FL237. I stopped their descent and descended aircraft #1 to 17000 ft. Separation had been lost. Conflict alert never activated. If it had, I would have had time to stop aircraft #2's descent in time to prevent the error.
