Narrative:
Entered the hold at gdm where on the inbound leg when noticed on TCASII (no alert) another aircraft also at FL240. Tried to ask center, but before we could, aircraft started to climb to FL250 and we were instructed to descend to FL220 in the hold. Estimate by TCASII that aircraft going same direction between 2-3 mi at closest point. ATC never pointed them out or said anything to us. ATC was extremely busy. I do not know if either of us were at the wrong altitude, but suspect they were because they were asked to call center on the telephone. I believe they were a cpr jet.
