Narrative:

My student and I were in the runway 27R run-up area at oak. We had just completed our run-up and notified tower on 118.3 that we were ready for departure on runway 27R. Tower acknowledged that we were #3 for departure and for us to hold short of the right. My student read back the instructions. We began to taxi closer to the hold short lines as soon as the #2 plane was instructed to taxi into position and hold. We had to stop taxiing because of a citabria which was taxiing very quickly toward us. The citabria made a sharp right turn onto taxiway B over the hold short lines. The citabria spun around almost 360 degrees and stopped with most of its fuselage over the hold short lines. Not only was the citabria clearly on the runway, but it was blocking taxiway B so we could not pass by. I took over the radios from my student and asked tower about the citabria. I idented which plane I was in and alerted the tower that there was a citabria with most of its fuselage and 1 wing over the hold short lines. The tower had at least 3 planes (inbound for landing) go around. Then the tower tried to notify the citabria (twice with no answer) to respond. The citabria looked as if it was performing a run-up. After about 20 seconds, the citabria pilot called the tower saying he was ready for departure. At that point, the tower told the citabria pilot that another plane (me) had reported that he was over the lines. The citabria pilot responded that he was holding short. Then the tower told me that the citabria didn't appear to be over the lines. I responded that indeed the citabria was clearly over the lines. At that point the citabria quickly maneuvered back across the lines. Then the citabria was cleared for takeoff. Then the tower apologized to us and said 'sorry about that, we'll get you out soon.' as the citabria was climbing out, the pilot apologized twice on the radio about the hold short issue. Not once did the tower remark to the citabria pilot about the runway incursion. And the citabria was not asked to call the tower. I believe the citabria planned to do a quick run-up right at the hold short lines but maneuvered over them and didn't realize it because it was after sundown and difficult to see the yellow paint. I think to better improve pilot's vision of runway markings (especially at dusk, night and in low visibility sits), the hold short lines should have raised yellow 'dots' like those on streets and hwys. Hopefully the citabria pilot will discontinue performing his run-ups at the hold short lines in the future!

Title: A C172 INSTRUCTOR PLT RPT ON A CITABRIA THAT CUT HER OUT OF #1 POS AND CROSSED OVER THE HOLD LINE FOR RUN-UP AT RWY 27R AT OAK, CA.

Narrative: MY STUDENT AND I WERE IN THE RWY 27R RUN-UP AREA AT OAK. WE HAD JUST COMPLETED OUR RUN-UP AND NOTIFIED TWR ON 118.3 THAT WE WERE READY FOR DEP ON RWY 27R. TWR ACKNOWLEDGED THAT WE WERE #3 FOR DEP AND FOR US TO HOLD SHORT OF THE R. MY STUDENT READ BACK THE INSTRUCTIONS. WE BEGAN TO TAXI CLOSER TO THE HOLD SHORT LINES AS SOON AS THE #2 PLANE WAS INSTRUCTED TO TAXI INTO POS AND HOLD. WE HAD TO STOP TAXIING BECAUSE OF A CITABRIA WHICH WAS TAXIING VERY QUICKLY TOWARD US. THE CITABRIA MADE A SHARP R TURN ONTO TXWY B OVER THE HOLD SHORT LINES. THE CITABRIA SPUN AROUND ALMOST 360 DEGS AND STOPPED WITH MOST OF ITS FUSELAGE OVER THE HOLD SHORT LINES. NOT ONLY WAS THE CITABRIA CLRLY ON THE RWY, BUT IT WAS BLOCKING TXWY B SO WE COULD NOT PASS BY. I TOOK OVER THE RADIOS FROM MY STUDENT AND ASKED TWR ABOUT THE CITABRIA. I IDENTED WHICH PLANE I WAS IN AND ALERTED THE TWR THAT THERE WAS A CITABRIA WITH MOST OF ITS FUSELAGE AND 1 WING OVER THE HOLD SHORT LINES. THE TWR HAD AT LEAST 3 PLANES (INBOUND FOR LNDG) GO AROUND. THEN THE TWR TRIED TO NOTIFY THE CITABRIA (TWICE WITH NO ANSWER) TO RESPOND. THE CITABRIA LOOKED AS IF IT WAS PERFORMING A RUN-UP. AFTER ABOUT 20 SECONDS, THE CITABRIA PLT CALLED THE TWR SAYING HE WAS READY FOR DEP. AT THAT POINT, THE TWR TOLD THE CITABRIA PLT THAT ANOTHER PLANE (ME) HAD RPTED THAT HE WAS OVER THE LINES. THE CITABRIA PLT RESPONDED THAT HE WAS HOLDING SHORT. THEN THE TWR TOLD ME THAT THE CITABRIA DIDN'T APPEAR TO BE OVER THE LINES. I RESPONDED THAT INDEED THE CITABRIA WAS CLRLY OVER THE LINES. AT THAT POINT THE CITABRIA QUICKLY MANEUVERED BACK ACROSS THE LINES. THEN THE CITABRIA WAS CLRED FOR TKOF. THEN THE TWR APOLOGIZED TO US AND SAID 'SORRY ABOUT THAT, WE'LL GET YOU OUT SOON.' AS THE CITABRIA WAS CLBING OUT, THE PLT APOLOGIZED TWICE ON THE RADIO ABOUT THE HOLD SHORT ISSUE. NOT ONCE DID THE TWR REMARK TO THE CITABRIA PLT ABOUT THE RWY INCURSION. AND THE CITABRIA WAS NOT ASKED TO CALL THE TWR. I BELIEVE THE CITABRIA PLANNED TO DO A QUICK RUN-UP RIGHT AT THE HOLD SHORT LINES BUT MANEUVERED OVER THEM AND DIDN'T REALIZE IT BECAUSE IT WAS AFTER SUNDOWN AND DIFFICULT TO SEE THE YELLOW PAINT. I THINK TO BETTER IMPROVE PLT'S VISION OF RWY MARKINGS (ESPECIALLY AT DUSK, NIGHT AND IN LOW VISIBILITY SITS), THE HOLD SHORT LINES SHOULD HAVE RAISED YELLOW 'DOTS' LIKE THOSE ON STREETS AND HWYS. HOPEFULLY THE CITABRIA PLT WILL DISCONTINUE PERFORMING HIS RUN-UPS AT THE HOLD SHORT LINES IN THE FUTURE!
