Narrative:
While training at the arrival east scope, I unplugged to fix a frequency pulled up at another position. When I plugged back into the instructor jack at arrival east, I visually observed and felt a large spark come from the jack box. The controller at the scope adjacent to arrival east said their display flickered. The arrival east frequency box totally went OTS -- every frequency gone.

Title: CLE APCH CTLR LOST ALL RADIO FREQS AFTER OBSERVING AND FEELING A LARGE SPARK FROM THE FREQ BOX.
Narrative: WHILE TRAINING AT THE ARR E SCOPE, I UNPLUGGED TO FIX A FREQ PULLED UP AT ANOTHER POS. WHEN I PLUGGED BACK INTO THE INSTRUCTOR JACK AT ARR E, I VISUALLY OBSERVED AND FELT A LARGE SPARK COME FROM THE JACK BOX. THE CTLR AT THE SCOPE ADJACENT TO ARR E SAID THEIR DISPLAY FLICKERED. THE ARR E FREQ BOX TOTALLY WENT OTS -- EVERY FREQ GONE.
