Narrative:
Arrived at sba around XA00 on nov/mon/00 for a VFR flight to thermal-palm springs. Prior to departure, could not raise ATIS, clearance, ground or tower. I thought the field must be uncontrolled and the tower unmanned. I broadcast on CTAF all my intentions and proceeded to taxi for takeoff to runway 15L. I and my passenger both scanned the tower for any signs of a silhouette or lights, and when seeing none, proceeded to take off. I followed a cessna which had departed on the right earlier, maintaining visual separation. While trying to raise pt mugu for flight following I heard sba approach on communication #2 and contacted them for mugu frequency. They asked me to contact their tower upon arrival at destination. I believe that both radios were inoperative, possible due to low temperature, and began to operate 10 mins into flight. Both radios worked the rest of flight and home the next day. I should have consulted airport facilities directory to confirm sba hours of operation. I called tower and FSDO in vny to discuss this incident. Currently awaiting decision.

Title: PLT OF A BEECH A36 TOOK OFF FROM A CLASS C AIRSPACE ARPT WITHOUT CLRNC AND WAS INFORMED BY TWR CTLR DURING CLBOUT WHAT HE HAD DONE AND TO CALL THE TWR AFTER ARR AT HIS DEST.
Narrative: ARRIVED AT SBA AROUND XA00 ON NOV/MON/00 FOR A VFR FLT TO THERMAL-PALM SPRINGS. PRIOR TO DEP, COULD NOT RAISE ATIS, CLRNC, GND OR TWR. I THOUGHT THE FIELD MUST BE UNCTLED AND THE TWR UNMANNED. I BROADCAST ON CTAF ALL MY INTENTIONS AND PROCEEDED TO TAXI FOR TKOF TO RWY 15L.
