Narrative:
During climb out/initial cruise, departing phl for sju, we were told by ZNY to climb to FL230 before crossing sie, to which we complied. We were expecting a higher altitude assignment when we were handed off to the next controller just east of sie. The next controller cleared us direct didle, a slight rerte. When the captain told him we were 'level at FL230, requesting higher,' the controller commented that we should already have vacated FL230 for FL280 and that we had crossing traffic ahead. We immediately climbed to FL280. Either we didn't hear the clearance or the controller forgot to tell us. There was no TCASII event. Supplemental information from acn 493183: we stated we had not been cleared above FL230. He then cleared us to FL280. We don't know how this happened. The controller evidently missed my check-in altitude call.

Title: A B757-200 FLC ENCOUNTERS A DELAYED CLB SIT DEPARTING THE ZNY AREA SE OF SIE, NJ.
Narrative: DURING CLBOUT/INITIAL CRUISE, DEPARTING PHL FOR SJU, WE WERE TOLD BY ZNY TO CLB TO FL230 BEFORE XING SIE, TO WHICH WE COMPLIED. WE WERE EXPECTING A HIGHER ALT ASSIGNMENT WHEN WE WERE HANDED OFF TO THE NEXT CTLR JUST E OF SIE. THE NEXT CTLR CLRED US DIRECT DIDLE, A SLIGHT RERTE. WHEN THE CAPT TOLD HIM WE WERE 'LEVEL AT FL230, REQUESTING HIGHER,' THE CTLR COMMENTED THAT WE SHOULD ALREADY HAVE VACATED FL230 FOR FL280 AND THAT WE HAD XING TFC AHEAD. WE IMMEDIATELY CLBED TO FL280. EITHER WE DIDN'T HEAR THE CLRNC OR THE CTLR FORGOT TO TELL US. THERE WAS NO TCASII EVENT. SUPPLEMENTAL INFO FROM ACN 493183: WE STATED WE HAD NOT BEEN CLRED ABOVE FL230. HE THEN CLRED US TO FL280. WE DON'T KNOW HOW THIS HAPPENED. THE CTLR EVIDENTLY MISSED MY CHK-IN ALT CALL.
