Narrative:
Climbing out of NAS, cleared to 12000 ft, heading 310 degrees. TCASII alert 'reduce climb.' target initially level at 11000 ft, then initiated descent. At range 3 mi, 1 O'clock position, first officer acquired target visually while initiating leveloff. White twin passed within 1 mi right, at approximately our altitude. Notified nassau departure of the incident. They responded 'roger.' no indication they knew the aircraft was there. Upon switching to ZMA, we overheard another aircraft advising center that they had just had an encounter with a large aircraft. They advised ZMA that they were astonished at what they saw. Given the fact that we were on different frequencys, under control of the 2 different agencies, it appears that they had a breakdown in communication.
Original NASA ASRS Text
Title: TFC CONFLICT IN THE NASSAU AREA BTWN 2 ACFT ON DIFFERENT FREQS CTLED BY DIFFERENT AGENCIES. TCASII PROVIDED RESOLUTION OF CONFLICT.
Narrative: CLBING OUT OF NAS, CLRED TO 12000 FT, HDG 310 DEGS. TCASII ALERT 'REDUCE CLB.' TARGET INITIALLY LEVEL AT 11000 FT, THEN INITIATED DSCNT. AT RANGE 3 MI, 1 O'CLOCK POS, FO ACQUIRED TARGET VISUALLY WHILE INITIATING LEVELOFF. WHITE TWIN PASSED WITHIN 1 MI R, AT APPROX OUR ALT. NOTIFIED NASSAU DEP OF THE INCIDENT. THEY RESPONDED 'ROGER.' NO INDICATION THEY KNEW THE ACFT WAS THERE. UPON SWITCHING TO ZMA, WE OVERHEARD ANOTHER ACFT ADVISING CTR THAT THEY HAD JUST HAD AN ENCOUNTER WITH A LARGE ACFT. THEY ADVISED ZMA THAT THEY WERE ASTONISHED AT WHAT THEY SAW. GIVEN THE FACT THAT WE WERE ON DIFFERENT FREQS, UNDER CTL OF THE 2 DIFFERENT AGENCIES, IT APPEARS THAT THEY HAD A BREAKDOWN IN COM.
