Narrative:

Right-of-way and blind spots in cockpit. Arrived at mia and landed on runway 9R after an ATR small version crossed active runway 12 at taxiway Y and I was told to cross at taxiway V and to contact ground. As I was crossing, I realized there was no ATR in sight. I was 1/2 way across runway 12. I then stabbed on brakes momentarily and the nose of the ATR merged from behind the left forward cockpit window support as the ATR was taxiing left to right on parallel taxiway toward the intersection of taxiway V. Then I further noticed he was not yielding to traffic on his right nor to traffic having to clear an active runway which are supposed to have right-of-way. I further braked and yielded to the ATR. Ground was clobbered, so we had to stop after clearing runway 12 before we could taxi on the ramp area. I did not make any comments on the ground frequency, however we need to discuss these types of sits involving small aircraft versus much larger aircraft and the vision limitations of the cockpit and right-of-way rules. If I had been a B777 we might have had a collision. The copilot assumes you can see the aircraft because there is no obstruction to vision from his side and he started to change to ground frequency. I suggest an open discussion among chief pilots and ground controllers. We are going to have a lot of construction incident sits that have the potential of serious damage.

Title: B757-200 CREW AND AT43 HAD A GND ENCOUNTER WHILE TAXIING AT MIA.

Narrative: RIGHT-OF-WAY AND BLIND SPOTS IN COCKPIT. ARRIVED AT MIA AND LANDED ON RWY 9R AFTER AN ATR SMALL VERSION CROSSED ACTIVE RWY 12 AT TXWY Y AND I WAS TOLD TO CROSS AT TXWY V AND TO CONTACT GND. AS I WAS XING, I REALIZED THERE WAS NO ATR IN SIGHT. I WAS 1/2 WAY ACROSS RWY 12. I THEN STABBED ON BRAKES MOMENTARILY AND THE NOSE OF THE ATR MERGED FROM BEHIND THE L FORWARD COCKPIT WINDOW SUPPORT AS THE ATR WAS TAXIING L TO R ON PARALLEL TXWY TOWARD THE INTXN OF TXWY V. THEN I FURTHER NOTICED HE WAS NOT YIELDING TO TFC ON HIS R NOR TO TFC HAVING TO CLR AN ACTIVE RWY WHICH ARE SUPPOSED TO HAVE RIGHT-OF-WAY. I FURTHER BRAKED AND YIELDED TO THE ATR. GND WAS CLOBBERED, SO WE HAD TO STOP AFTER CLRING RWY 12 BEFORE WE COULD TAXI ON THE RAMP AREA. I DID NOT MAKE ANY COMMENTS ON THE GND FREQ, HOWEVER WE NEED TO DISCUSS THESE TYPES OF SITS INVOLVING SMALL ACFT VERSUS MUCH LARGER ACFT AND THE VISION LIMITATIONS OF THE COCKPIT AND RIGHT-OF-WAY RULES.
