Narrative:
We were cleared to 4000 ft in our clearance, no other altitude was given. This was odd since we usually got 3000 ft as our altitude. No other altitude was given and we read back that in our climb out. We were out of XXXX altitude for 4000 ft, and nothing was said. Once we leveled off at 4000 ft, the controller asked why we were there, and then cleared us down to 3000 ft. There were no other aircraft effected.
