Narrative:
Inbound to dca from atl. Approaching gso on J14 at FL370, we were given clearance to cross jaxsn intersection at FL250. Controller then revised clearance to cross 80 NM south of ric at FL290. This clearance was read back at the time it was received and upon start of descent. Aircraft leveled off at FL290 prior to 80 NM south of ric. Approaching jaxsn intersection, ATC asked if we were going down to FL250. Advised controller that we were level at FL290 per last instructions. Controller then requested a descent to FL250 with a 30 degree vector off course for descent. No apparent traffic conflict occurred.

Title: ACR HVT FLC STOPPED DSCNT FOR AMENDED XING RESTR ALT DURING DSCNT AND THEN WAS QUESTIONED BY ARTCC CTLR AS TO WHY THEY HAD STOPPED DSCNT. CTLR THEN TURNED THEM OFF COURSE AND STARTED DSNDING THEM TO THE ORIGINAL CLRNC DSCNT ALT.
Narrative: INBOUND TO DCA FROM ATL. APCHING GSO ON J14 AT FL370, WE WERE GIVEN CLRNC TO CROSS JAXSN INTXN AT FL250. CTLR THEN REVISED CLRNC TO CROSS 80 NM S OF RIC AT FL290. THIS CLRNC WAS READ BACK AT THE TIME IT WAS RECEIVED AND UPON START OF DSCNT. ACFT LEVELED OFF AT FL290 PRIOR TO 80 NM S OF RIC. APCHING JAXSN INTXN, ATC ASKED IF WE WERE GOING DOWN TO FL250. ADVISED CTLR THAT WE WERE LEVEL AT FL290 PER LAST INSTRUCTIONS. CTLR THEN REQUESTED A DSCNT TO FL250 WITH A 30 DEG VECTOR OFF COURSE FOR DSCNT. NO APPARENT TFC CONFLICT OCCURRED.
