Narrative:
We were cruising at 10000 ft en route from syr to roc being worked by roc approach control when we received a TCASII TA on an aircraft ahead of and above us, descending. The aircraft leveled above us at 11000 ft momentarily, but then began a gradual descent (he was being worked by the center controller) passing over us at 10700 ft (according to TCASII) and as he passed behind we saw him at 10500 ft as he passed off the scope. We had been given a descent clearance to 6000 ft as we watched the aircraft pass over and were slowing from 300 KIAS to 250 KIAS to begin our descent from 10000 ft.

Narrative: WE WERE CRUISING AT 10000 FT ENRTE FROM SYR TO ROC BEING WORKED BY ROC APCH CTL WHEN WE RECEIVED A TCASII TA ON AN ACFT AHEAD OF AND ABOVE US, DSNDING.
