Narrative:
While proceeding direct to ovr at FL310, we received a TA followed at once by an RA requiring a 2100 FPM descent rate. We disconnected the autoplt and followed the RA from the TCASII and advised ZKC of our departure from altitude. Upon the completion of the RA (at FL297) we returned back to our assigned altitude and notified ZKC. Upon further investigation with the center controller, a flight of F16's departed lindburg MOA at the incorrect altitude. They exited the MOA at FL310 when they were assigned an altitude of FL290.

Title: DEPARTING AN MOA AT THE WRONG ALT, A FLT OF 4 MIL ACFT CAUSE A CONFLICT WITH AN ACR THAT TAKES EVASIVE ACTION BASED ON A TCASII RA.
Narrative: WHILE PROCEEDING DIRECT TO OVR AT FL310, WE RECEIVED A TA FOLLOWED AT ONCE BY AN RA REQUIRING A 2100 FPM DSCNT RATE. WE DISCONNECTED THE AUTOPLT AND FOLLOWED THE RA FROM THE TCASII AND ADVISED ZKC OF OUR DEP FROM ALT. UPON THE COMPLETION OF THE RA (AT FL297) WE RETURNED BACK TO OUR ASSIGNED ALT AND NOTIFIED ZKC. UPON FURTHER INVESTIGATION WITH THE CTR CTLR, A FLT OF F16'S DEPARTED LINDBURG MOA AT THE INCORRECT ALT. THEY EXITED THE MOA AT FL310 WHEN THEY WERE ASSIGNED AN ALT OF FL290.
