Narrative:
I was working the tower, combined local control and ground control due to staffing and traffic level. Airborne traffic landing runway 01. Air carrier a called ground control. I taxied him to runway 33 with no hold short of runway 01. Air carrier a reported 'holding short of runway 01 for landing traffic.' contributing factors: combined position, light traffic, communication with airborne traffic quite a while ago, distraction in tower (conversation with supervisor), concern with dsp, concern over aircraft condition (bird strike inbound, blood smeared nose, ground crew/maintenance inspection up to time of taxi). Corrective actions: none. Pilot saw arriving aircraft and held short of runway. Callback conversation with reporter revealed the following information: reporter stated that distraction due to work-related conversation and working combined positions contributed to his failure to issue hold short of runway 01 instructions to air carrier a taxiing for runway 33. Air carrier a saw the aircraft B on short final for runway 01 and stopped.

Narrative: I WAS WORKING THE TWR, COMBINED LOCAL CTL AND GND CTL DUE TO STAFFING AND TFC LEVEL. AIRBORNE TFC LNDG RWY 01. ACR A CALLED GND CTL. I TAXIED HIM TO RWY 33 WITH NO HOLD SHORT OF RWY 01. ACR A REPORTED 'HOLDING SHORT OF RWY 01 FOR LNDG TFC.' CONTRIBUTING FACTORS: COMBINED POS, LIGHT TFC, COM WITH AIRBORNE TFC QUITE A WHILE AGO, DISTR IN TWR (CONVERSATION WITH SUPVR), CONCERN WITH DSP, CONCERN OVER ACFT CONDITION (BIRD STRIKE INBOUND, BLOOD SMEARED NOSE, GND CREW/MAINT INSPECTION UP TO TIME OF TAXI).
