Narrative:
While on a visual approach to runway 4 at efd we proceeded to the end of the runway. While over the threshold, we noticed an orange 'X' over the runway identifier '4', so we went around. NOTAMS stated 'nonstandard displaced threshold markings.' talked with efd tower and they said several other military/civilian aircraft had also initiated a go around. Spoke with local FSDO and they said they would take care of it. Callback conversation with reporter revealed the following information: the PIC stated that he had been into efd many times over the past yrs. The majority of the flts into efd are military. There was no information related to construction equipment on the intersection of runways 35L and runway 4 in the NOTAM information. The runway had no markings that gave an indication of where the displaced threshold started. He felt that some advanced warning of the 'X' over the runway 4 number and of the equipment would have aided the safety margins of this operation. He has not been back to efd since this incident so it was not known if the FSDO had taken care of the issue.

Title: THE FLC OF AN EMB120 PERFORMS A GAR WHEN NOTING AN 'X' OVER THE RWY NUMBERS ALONG WITH CONSTRUCTION EQUIP LOCATED ON THE RWY WITHIN THE DISPLACED THRESHOLD AREA AT EFD, TX.
Narrative: WHILE ON A VISUAL APCH TO RWY 4 AT EFD WE PROCEEDED TO THE END OF THE RWY. WHILE OVER THE THRESHOLD, WE NOTICED AN ORANGE 'X' OVER THE RWY IDENTIFIER '4', SO WE WENT AROUND. NOTAMS STATED 'NONSTANDARD DISPLACED THRESHOLD MARKINGS.' TALKED WITH EFD TWR AND THEY SAID SEVERAL OTHER MIL/CIVILIAN ACFT HAD ALSO INITIATED A GAR. SPOKE WITH LCL FSDO AND THEY SAID THEY WOULD TAKE CARE OF IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PIC STATED THAT HE HAD BEEN INTO EFD MANY TIMES OVER THE PAST YRS. THE MAJORITY OF THE FLTS INTO EFD ARE MIL. THERE WAS NO INFO RELATED TO CONSTRUCTION EQUIP ON THE INTXN OF RWYS 35L AND RWY 4 IN THE NOTAM INFO. THE RWY HAD NO MARKINGS THAT GAVE AN INDICATION OF WHERE THE DISPLACED THRESHOLD STARTED. HE FELT THAT SOME ADVANCED WARNING OF THE 'X' OVER THE RWY 4 NUMBER AND OF THE EQUIP WOULD HAVE AIDED THE SAFETY MARGINS OF THIS OP. HE HAS NOT BEEN BACK TO EFD SINCE THIS INCIDENT SO IT WAS NOT KNOWN IF THE FSDO HAD TAKEN CARE OF THE ISSUE.
