Narrative:
I received my IFR clearance from cincinnati lunkin (luk) clearance at approximately XA00. I read back my clearance instructions. I then received taxi instructions from luk ground. I was told to 'taxi to runway 21L and hold short runway 21R.' I read back 'taxi to runway 21L and hold short runway 21R.' after holding for a landing aircraft, I was instructed to 'cross runway 21R.' I read back this instruction and proceeded to the run-up, I called luk tower and told him I was ready for departure, runway 21L. Luk tower cleared me to do something. I did not understand what he said and asked him to repeat his instruction. He then stated to 'hold short runway 21L.' I read back 'hold short runway 21L and taxied to the hold short line of runway 21L,' with my aircraft on runway 25. At approximately XA19, a low-wing aircraft landed, and luk tower cleared me to 'position and hold runway 21L.' I read back 'position and hold runway 21L.' after low wing aircraft cleared the runway, the luk tower told me to 'clear the runway and hold short of runway 21L.' he then chastised me for entering the runway. Approximately four mins later, a medium-sized business jet landed. After sitting for another three mins at the hold short line for runway 21L, the luk tower cleared me to 'position and hold runway 21L.' I read back this instruction and taxied into position on runway 21L. Luk tower then cleared me for take-off and told me to fly runway heading. In all cases, I read back what the luk tower controller hold me to do and then did what the luk tower controller told me to do. I found this controller difficult to understand as the transmission appeared to me a bit garbled. I clearly read back all instructions received (ie not just the 'hold short' instructions). I felt that I acted in accordance with all instructions (both as received and as read back). At no time did this incident result in any ATC delay (other than mine) or in a hazardous situation at luk. In the future, if I have any difficulty understanding a controller, I will read back and reconfirm every instruction given to me.

I READ BACK THIS INSTRUCTION AND PROCEEDED TO THE RUN-UP, I CALLED LUK TWR AND TOLD HIM I WAS READY FOR DEP, RWY 21L. LUK TWR CLRED ME TO DO SOMETHING. I DID NOT UNDERSTAND WHAT HE SAID AND ASKED HIM TO REPEAT HIS INSTRUCTION. HE THEN STATED TO 'HOLD SHORT RWY 21L.' IN ALL CASES, I READ BACK WHAT THE LUK TWR CTLR HOLD ME TO DO AND THEN DID WHAT THE LUK TWR CTLR TOLD ME TO DO. I FOUND THIS CTLR DIFFICULT TO UNDERSTAND AS THE XMISSION APPEARED TO ME A BIT GARBLED. I CLEARLY READ BACK ALL INSTRUCTIONS RECEIVED (IE NOT JUST THE 'HOLD SHORT' INSTRUCTIONS). I FELT THAT I ACTED IN ACCORDANCE WITH ALL INSTRUCTIONS (BOTH AS RECEIVED AND AS READ BACK). AT NO TIME DID THIS INCIDENT RESULT IN ANY ATC DELAY (OTHER THAN MINE) OR IN A HAZARDOUS SIT AT LUK. IN THE FUTURE, IF I HAVE ANY DIFFICULTY UNDERSTANDING A CTLR, I WILL READ BACK AND RECONFIRM EVERY INSTRUCTION GIVEN TO ME.
