Narrative:

From dfw to ile, we were on an IFR flight plan and in contact with gray approach. We were given a clearance to descend from 4000 ft to 2600 ft. Passing 3700 ft, approach advised traffic at our 11 O'clock position, 5 mi at 4000 ft. First officer got traffic in sight. Traffic appeared to be moving left to right. We started a left turn to avoid. Traffic started a descent and TCASII RA sounded. We reacted to alert and climbed 2500 FPM and turned to the left to avoid. Traffic passed off to right and below wing by about 200-300 ft. Once in turn and back, I lost sight of traffic. Traffic was a UH60 military. Supplemental information from acn 510502: we were issued the visual approach. Traffic was spotted by a company check airman on the jump seat performing a line check. PNF called traffic in sight as a blackhawk (UH60) helicopter. Traffic was reported in sight to gray approach. PNF called for a left turn to avoid the traffic. We reported the near midair collision to gray approach.

ONCE IN TURN AND BACK, I LOST SIGHT OF TFC. TFC WAS A UH60 MIL. SUPPLEMENTAL INFO FROM ACN 510502: WE WERE ISSUED THE VISUAL APCH.
