Narrative:
Deviation into O'hare airspace. While being radar vectored to ILS runway 13L at mdw, a 'lost communication' situation occurred. I was the PNF and we were flying a B737-200 with the radio (VHF) tuned to approach control. I then selected mdw tower frequency on the other VHF communication #2 window. While doing this, the volume was turned down completely on the #1 communication radio. We were on a vector to the ILS and about the time the localizer 'came alive' we noticed the communication radio was silent and turned the volume up. Mdw approach control was upset and gave us a turn on final and we executed the approach without further event. Possible solution: replace the radios in the -200's.
