Narrative:
While inbound to airport (arb), a thunderstorm cell developed over airport. On base, a light rain began -- winds reported to be variable at 5 KTS. On final, wind picked up, was having trouble losing airspeed. Floated during transition. Touched down about 1/2 way down runway. Heavy rain and hail was coming down, could get no braking traction. Ran off end of runway, stopped in grassy area about 30 ft from end of runway. Clipped end of 2 runway lights. Damage to plane included small linear dent on underside of left wing. 2 small dents in tip edge of propeller. Corrective action: final approach speed should have been lower, but concerned about gusts, and touchdown should have been much earlier.
