Narrative:
Air carrier X flight abcd at bos at XA04Z. Taxi via taxiway P, taxiway east hold short runway 22R, then cleared to cross runway 22R and to taxi to gate xy via taxiway a behind an air carrier Y EMB145. On ramp, behind air carrier Y, came to halt with #2 engine shut down and flaps retracted. On power up, jetblast from operating engine peeled up portion of ramp which struck and damaged the leading edge of the left horizontal stabilizer. Normal breakaway thrust was used. Upon subsequent inspection of ramp, the captain was able to peel an 8 inch by 8 inch section first officer apron with the toe of his shoe. Callback conversation with reporter revealed the following information: tower supervisor advised that this type incident, though not unknown, is infrequently reported by pilots. There has been no recent overlaying in the area referred to. The supervisor advised that a sealant is often used to seal developing cracks, and with the recent heat, humidity and rain, a peeling condition could be expected occasionally. He had not been briefed by any air carrier or maintenance personnel of this type condition or that any taxiway condition problem existed.

Title: B737 FLC HORIZ STABILIZER DAMAGED BY JET THRUST, PEELED UP RAMP ASPHALT WHEN INITIATING TAXI FROM A POS HOLD ON TXWY A.
Narrative: ACR X FLT ABCD AT BOS AT XA04Z. TAXI VIA TXWY P, TXWY E HOLD SHORT RWY 22R, THEN CLRED TO CROSS RWY 22R AND TO TAXI TO GATE XY VIA TXWY A BEHIND AN ACR Y EMB145. ON RAMP, BEHIND ACR Y, CAME TO HALT WITH #2 ENG SHUT DOWN AND FLAPS RETRACTED. ON PWR UP, JETBLAST FROM OPERATING ENG PEELED UP PORTION OF RAMP WHICH STRUCK AND DAMAGED THE LEADING EDGE OF THE L HORIZ STABILIZER. NORMAL BREAKAWAY THRUST WAS USED. UPON SUBSEQUENT INSPECTION OF RAMP, THE CAPT WAS ABLE TO PEEL AN 8 INCH BY 8 INCH SECTION FO APRON WITH THE TOE OF HIS SHOE.
